| |  | | >> geniemove: March 2008 Justice Secretary MacAskill has today written to the UK Transport Secretary Ruth Kelly asking her to reduce the drink driving limit from 80mg to 50mg per 100ml of blood and introduce random breath testing to further crack down on drink driving. The call from Mr MacAskill comes as new research showed a key reason given for drink driving was that it was legal to do so, up to a certain limit. It also showed most people thought a personal safe limit was two drinks, regardless of drink, the strength or the size of glass - which could be enough to take you over the limit. Decisions on the drink driving limits and testing regime are currently reserved to the UK Parliament. Mr MacAskill said: "Scotland's roads have changed a great deal since the drink driving limit was set - we have faster cars, more people driving and more motorways. We also know much more about the affect even a small amount of alcohol can have on ability to drive. "Drink driving remains a constant thorn in the side of efforts to make our roads and communities safer. The fact that 1 in 9 road deaths in Scotland were alcohol-related shows we need to do more. Public attitudes are changing - the majority of people think drink driving is unacceptable. "The current limit simply leaves too much room for confusion and sends out the wrong message. People think they can have a couple of pints, but two large glasses of wine or pints of strong lager could be more than enough to take you over the limit. "That's why we need to have a lower limit, one that sends out a clear message that driving after you've had a drink isn't acceptable - it's dangerous. This change would also bring us into line with the rest of Europe. Drink drive testing" So I have written to Ruth Kelly and asked her to reduce the limit and bring in random breath testing. The police do a great job, however random breath testing would help them catch more people, increase the risk of getting caught and providing a greater deterrent to people who are considering drink driving. "If the UK Government is willing to grasp the nettle then they can help safe lives on Scottish roads - and will have our thanks." On behalf of the British Medical Association (BMA), DR Sally Winning said: "Drink driving continues to be a hazard on Scotland's roads. Lives are lost and people are injured as a result of drink driving related accidents. "Our message is clear. Lives could be saved simply by reducing the drink driving limit. There is evidence that blood alcohol concentration over 50mg/100ml impairs driving and it is estimated that around 65 lives could be saved in the UK by lowering the limit from 80mg to 50mg. "In Scotland there is wide-ranging support for legislation to reduce the drink drive limit, but this is a matter reserved to Westminster and they have been stalling on this issue for more than a decade. That is why the BMA is welcomes Mr MacAskill'sdecision to write to the Transport Secretary in England." Blagojevich today announced a unique, first of its kind, traffic safety partnership between NASCAR and the Illinois Department of Transportation (IDOT). Through this partnership, IDOT will promote safe driving at the NASCAR Sprint Cup and NASCAR Nationwide Series races at Chicagoland Speedway in Joliet, this July. IDOT will team with Chicagoland Speedway and NASCAR to establish a pilot program that will promote the Buckle Up America campaign and the Friends Don't Let Friends Drive Drunk campaign, as part of the annual weekend of racing. "Illinois is taking the lead with this initiative, and our partnership with NASCAR and Chicagoland Speedway on these traffic safety campaigns is a great way to get an important message out to the driving public," said Gov. Blagojevich. "This high-profile weekend will provide an excellent opportunity to make sure everyone buckles their safety belts, and that no one drives while impaired." Illinois is the first state to formally pilot such a program with NASCAR, an initiative that will provide valuable fan outreach components. Fans will be invited to sign the Buckle Up America pledge; I Pledge to BUCKLE UP, Every Trip, Every Time and that all passengers in my vehicle will be properly restrained at all times. Adult NASCAR fans will also have the opportunity to sign the Friends Don't Let Friends Drive Drunk pledge, which includes agreeing to being or always having a designated driver. Fans who take the pledge to be a sober designated driver at the race will be entered into random prize drawings. Fans will also be able to sign an online pledge and send their pledges to IDOT to be entered into the random drawings, which will take place prior to the Sprint Cup race at Chicagoland Speedway, the evening of Saturday, July 12. "We know the racing on the track will be exciting, but off the track we want to make sure everyone plays it safe and gets where they need to go without incident," said IDOT Secretary Milton R. Sees. "We are very happy to be able to partner with NASCAR on these safety initiatives, and look forward to a big response from race fans." Race fans will also have the opportunity to participate in the Buckle Up America Challenge by signing the Buckle Up America pledge and downloading an online version. The goal is for participants to encourage family members, friends, schoolmates, co-workers, and others to join them in the commitment to wear their safety belt every time they get into a vehicle. IDOT will also invite racing teams, drivers and their corporate sponsors to join the efforts and support the two safety initiatives by offering prizes and benefits for fans who pledge, and by helping carry these traffic safety messages. BLU MOON Foundation is a non-profit that serves the public interest through creating, managing and collaborating on cause-related educational programs and national campaigns. digg it An innovative form of public transport called a 'tram-train' is to be trialled for the first time in the UK on a growing railway route in Yorkshire. Five new tram-trains, which can run on both railway tracks and tram lines, will replace conventional trains currently used on the 37-mile Penistone Line between Huddersfield, Barnsley and Sheffield. Tram-trains are lighter and greener than conventional trains. They use less fuel and weigh less which reduces wear and tear on tracks therefore decreasing the need for disruptive maintenance works. Tram-trains have faster acceleration and deceleration rates so they can also offer passengers better journey times. The trial, which starts in 2010 and will take two years, will look at the environmental benefits, operating costs and technical suitability of the tram-trains as well as testing how popular the vehicles are with passengers on the route. There is also an option for a second phase which would test the vehicles on the Sheffield Supertram system to see what additional benefits the vehicles can deliver when extended onto city centre tram lines. The project is a partnership between the Department for Transport, the train operator Northern Rail and rail infrastructure owner Network Rail and seeks to establish whether tram-trains similar to those operating successfully in Europe are suitable for Britain's railway network. Northern Rail, which is owned by Serco-Ned Railways, will run a competition for manufacturers to build the tram-trains, which Northern will lease, and Network Rail will spend £15m in track improvements and alterations to stations as part of the trial, significant funding in the route. DfT will contribute £9m to fund the operation of the trial and Northern will bring experience from Europe through Ned Railways who operate tram-trains in The Netherlands. Transport Secretary, Ruth Kelly, said: "Tram-trains will bring quicker journeys and offer a greener travel option for passengers in Yorkshire. "This trial, the first in Britain, could herald the start of a new era in public transport. Passenger feedback is a vital ingredient in determining the success of the trial and I look forward to hearing what the people of Yorkshire think about the comfort and reliability of tram-trains." Heidi Mottram, Managing Director, Northern Rail, said: "We are very excited to be involved in testing this new form of public transport, which will mean higher levels of comfort and a faster journey for our customers on the Penistone Line. "This is a great opportunity for us to develop our network and attract more people to use public transport in this part of Yorkshire." Iain Coucher, Chief Executive, Network Rail, said: "This trial gives us a fantastic opportunity to see whether the types of technologies used in Europe can be adapted for use on our systems. We expect the lighter vehicles will result in less wear on the infrastructure - extending its lifespan, improve journey times and give the option of running future commuter services closer into city centres. "We want to use the trial to get evidence about the practicalities of the tram-trains and assess how beneficial they will be to the UK. "The partnership between Network Rail, the DfT and Northern Rail ensures that the needs of passengers, operators, the infrastructure operator and the local and wider community are all represented." The Penistone Line, one of the most successful Community Rail Partnerships, has been chosen for the trial because it offers the chance to test the tram-trains on a route that in part is for passenger trains only and in part for passenger and freight trains. A possible phase two of the trial will offer the potential for testing the tram-trains on the Sheffield Supertram. Notes to Editors 1. State and local governments control most roads and bridges in the United States, but all highways serve as part of an integrated national network. The Interstate Highway System accounts for only 1 percent of all highway mileage but carries 25 percent of the total vehicle miles of travel. With the completion of the Interstate System in the 1980s, the focus shifted toward maintaining and improving the system, improving traffic flow, and upgrading connections with other modes of transportation. digg it Michigan does not currently have a law that defines "Aggressive Driving" or what has commonly become known as "Road Rage". However, even though there is no specific definition the practice of aggressive driving is addressed in the Michigan Vehicle Code. Two separate statutes currently include the concept of aggressive driving. They are "Careless Driving" and "Reckless Driving". MCL 257.626b defines careless driving as; "A person who operates a vehicle upon a highway or a frozen public lake, stream, or pond or other place open to the general public including an area designated for the parking of vehicles in a careless or negligent manner likely to endanger any person or property, but without wantonness or recklessness, is responsible for a civil infraction." MCL 257.626 defines reckless driving as; "(1) A person who drives a vehicle upon a highway or a frozen public lake, stream, or pond or other place open to the general public, including, but not limited to, an area designated for the parking of motor vehicles, in willful or wanton disregard for the safety of persons or property is guilty of reckless driving.(2) A person who violates subsection (1) is guilty of a misdemeanor punishable by imprisonment for not more than 93 days or a fine of not more than $500.00, or both." The difference between careless and reckless driving is one of intent and/or the possible consequences of such an act. Careless driving often consists of multiple hazardous violations that are unsafe and negligent, committed at approximately the same time and location. The driver need not show intent to damage property or injure a person, or even a knowing disregard for that safety for the offense of careless driving to apply. An example may be, a motorists driving at an excessive rate of speed and running a red light. The act has to be one that is careless or negligent in manner and likely to endanger a person or property. On the other hand, reckless driving is an intent crime. In this case, the driver is aware of the unsafe act(s) in which he or she is engaging, but does so anyway. An example might be, a motorist driving at an excessive rate of speed on the freeway, executing multiple lane changes, and cutting off traffic. As the motorist continues, he or she tailgates other drivers and then uses the shoulder to pass. In so doing, other vehicles are forced to take evasive action to avoid being struck by the offenders’ vehicle. The intent and/or possible consequences are a willful or wanton disregard for the safety of others. Aggressive driving may fit the definition of either careless or reckless driving. The bottom line? Any operation of a vehicle that is either careless or negligent and likely to endanger another or cause damage to property, or is in willful and wanton disregard for the safety of others, IS A VIOLATION. digg it The U.S. Department of Transportation (DOT) has released a study on the potential impacts of climate changes and land subsidence, the natural sinking of an area's land mass, on transportation infrastructure in the U.S. Gulf Coast region. Today's release is phase one of a three part study. "This study provides transportation planners in the Gulf Coast region with valuable information that will assist them as they make decisions for the future," said U.S. Secretary of Transportation Mary E. Peters. The Impacts of Climate Change and Variability on Transportation Systems and Infrastructure: Gulf Coast Study, Phase I, provides an assessment of the vulnerabilities of transportation systems in the region to potential changes in weather patterns and related impacts, as well as the effect of natural land subsidence and other environmental factors in the region. The area examined by the study includes 48 contiguous counties in four states, running from Galveston, TX to Mobile, AL. Based on 21 simulation models and a range of emissions scenarios, the study found that potential changes in climate over the next 50 to100 years could disrupt transportation services in the region. Twenty-seven percent of major roads, 9 percent of rail lines, and 72 percent of area ports are at or below 4 feet in elevation, and could be vulnerable to flooding due to future sea level rise and natural sinking of the area's land mass. The study is designed to help state and local officials as they develop their transportation plans and make investment decisions. Federal transportation officials will continue to work closely with state and local planners as they incorporate the study into their planning processes. Subsequent phases of the study will focus on risks and adaptation strategies involved in planning, investment, design and operational decisions for infrastructure in the Gulf Coast region and nationwide. The study was performed in partnership with the U.S. Geological Survey and state and local researchers, and is one of 21 "synthesis and assessment" reports produced as part of the U.S. Climate Change Science Program. digg it Speeding is a significant threat to public safety and warrants priority attention. The Department of Transportation's policy on highway speeds is to provide guidance to State and local governments to set speed limits that maximize the efficient and rapid transportation of people and goods while eliminating the unnecessary risk of crashes due to unsafe speeds. This policy promotes the concept that Federal, State, and local governments should have balanced programs that use the most cost-effective strategies for decreasing crash risks from speeding. These strategies include: (1) ensuring that posted speed limits are reasonable and appropriate for conditions; (2) providing public information and education on the risks associated with speeding; (3) understanding who speeds, where, when, and why; (4) using a variety of techniques and technologies beyond enforcement for speed management; and (5) targeting enforcement where speeding presents the most serious hazard and accompanying it with public information and education. digg it As part of your safety program, you may request an NDR file check on a current or prospective employee if they are seeking employment or are employed as a driver. The employee may go to the local motor vehicle agency and ask for an NDR file check. We have provided, for your convenience, the Current or Prospective Employee Form which can be downloaded and then completed by the employee. This form should be submitted to the State in which the employee is licensed. Any information you receive from the NDR should be made available to the employee. If you receive information from the NDR indicating that an individual is on file you will be provided with the name of the state, the address and telephone number in order to request a copy of the driver record to verify that it is the same individual. Any information on the NDR file that was reported by the states during the past 3-years will be disclosed. digg it - Allow enough time. Trips to the mountains can take longer during winter that other times of the year, especially if you encounter storm conditions or icy roads. Get an early start and allow plenty of time to reach your destination.
- Keep your gas tank full. It may be necessary to change routes or turn back during a bad storm or you may be caught in a traffic delay.
- Keep windshield and windows clear. You may want to stop at a safe turnout to use a snow brush or scraper. Use the car defroster and a clean cloth to keep the windows free of fog.
- Slow down. A highway speed of 65 miles per hour may be safe in dry weather, but an invitation for trouble on snow and ice. Snow and ice make stopping distances much longer, so keep your seat belt buckled and leave more distance between your vehicle and the vehicle ahead. Bridge decks and shady spots can be icy when other areas are not. Remember to avoid sudden stops and quick direction changes.
- Be more observant. Visibility is often limited in winter by weather conditions. Slow down and watch for other vehicles that have flashing lights, visibility may be so restricted during a storm that it is difficult to see the slow moving equipment.
- When stalled, stay with your vehicle and try to conserve fuel while maintaining warmth. Be alert to any possible exhaust or monoxide problems.
